REDEFINING THE EUROPEAN CITY THROUGH SPORT – Social Impact Assessment


How effective are active city policies? A new report analyzes resident feedback and stakeholder insights from four European cities.

The PACTE+ project, a 3-year Erasmus+ Sport funded initiative (2022-2025), endeavors to promote active mobility and transform cities into spaces that foster health, sustainability, and quality of life. A core component of this project is a comprehensive impact assessment, employing a mixed-method approach, to evaluate the effectiveness of interventions aimed at creating active cities. This assessment strategically combines quantitative and qualitative research to provide a thorough understanding of the project’s influence. The study engages residents and stakeholders from four pilot cities: Angers (France), Limerick (Ireland), Graz (Austria), and Fredrikstad (Norway).  

The quantitative aspect of the assessment involves a 33-question survey distributed to residents in these four cities. This survey is designed to evaluate residents’ levels of physical activity, their perception of the PACTE+ project’s impact, and their overall well-being and quality of life. The qualitative aspect complements this by including interviews with stakeholders actively involved in the implementation of active city systems. These interviews primarily focus on identifying the main facilitators and barriers encountered during the implementation process.
